City Updates Licensing and Permitting Requirements

On December 7th 2020, Lawrence Common Council approved some major changes to Building Code and Contractor Licensing Ordinances.  These changes are intended to eliminate the current, somewhat cumbersome, licensing and permitting requirements and better service our community by making it simpler and easier for residents and contractors to obtain permits in a timely manner. 

These new ordinances will go into effect on 1/1/2021.

Some of the highlights:

  • Contractors will now only need to register with the City of Lawrence to obtain permits. No more, need to pay to obtain a separate License fee nor obtain worker’s compensation documents from the State or other agencies.  
  • Contractors can register either online or via email by paying a $150 fixed fee regardless of the number of trades they want to register. This registration is valid for 2 years. 
  • The registration fees will be waived for Contractors who hold a current valid license with City of Indianapolis or the State of Indiana.  All you need to do is to provide proof of your Indianapolis or State license. 
  • Once registered, the contractor will be listed on our City website.

Permit & Fee Changes:

Starting January 1st, several work items that currently require permit will no longer require permits. Some these include but not limited to are siding, in-kind door & window replacements, at grade patios, hot tub installations, emergency plumbing repairs, and in-kind HVAC replacements. Re-Roofing to replace existing shingles or to add a second layer will no longer require permits as well. Also, not only Contractors can apply for permits. Property Owners or their authorized agents can now apply for permits from City of Lawrence.
